I disputed a collections account about 6 months ago and won, it was a medical debt that was paid by medicaid. Now a new collections account popped up on my report for the same amount, same original Creditor, but a different collection agency. I'm guessing the first collector sold the account to the new collector AFTER I won the dispute. How can they do that and how do I get it to stop?

I had a similar situation myself and made agreed upon payments to clear the debt. I insisted that they send me a letter acknowledging that I had paid off my debt. And your right these collection agencies do buy these debt accounts for lower amounts and then try to collect the full amount plus additiinal penalties. So if you have an acknowledgement of the debt was unfounded send them a cease and desist letter with a copy of you letter. Good Luck
