NY e-file Mandate

I am required to e-file my NY state income tax return.  TurboTax will not let me e-file the NY return until I e-file my Federal return.  Included in my Federal return is form 8621 which TurboTax does not support.  As I result I am unable to e-file my Federal return.  Is there any way I can e-file my NY return with TurboTax and mail my Federal return?  This is the only way I can comply with the NY mandate.
