Form 8949 - override value

Form 8949 part E reports stock sales for which the basis was not reported to the IRS. When I try to enter the basis TT only allows the entry as an override. When I try to e-file, TT says it cannot e-file with an override on form 8949 for the basis of the stock sale, which was not reported to the IRS.

How can I enter the missing information, and still e-file?

Is this a bug in the program? Or does the IRS not allow e-file if the broker does not know, and report, the basis of the stock that was sold?
