If you never actually filed the return and did not complete the forms you will need to mail the tax return to the IRS, please see this TurboTax FAQ for more information:

https://ttlc.intuit.com/community/using-turbotax/help/how-do-i-prepare-a-prior-year-tax-return/00/25984.

If you did file your tax return but it had been rejected by the IRS you will need to print the return and attach all necessary W2's or 1099's etc and mail it: https://ttlc.intuit.com/community/prior-year-return/help/how-do-i-access-my-prior-year-return/00/27010.

See this for the mailing address for the IRS: https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment.

Are you trying to file 2019?  If you didn't file 2018 then enter 0 for the AGI to efile 2019.

Did the IRS send you a letter in the mail saying you didn't file 2018?  Or how did you find out?  Did you have a refund you never got?

Maybe you didn't finish filing it or it Rejected.  When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc.  what does it say?

This happened to us today.

I tried to e-file my 2019 taxes and they were rejected because the AGI didn't match the IRS records.

My federal and state 2018 taxes were submitted and accepted when I filed last year. I have proof from TurboTax showing the IRS accepted.

But when I check for the transcript from the IRS, it shows we didn't file!! I received my refund for the state - so clearly they received my 2018 taxes.

I haven't received anything from the IRS stating we didn't file last year.

My  2019 taxes were rejected because the AGI, according to the IRS is $0, when that is clearly not the money we made.

Do I resubmit 2019 with a $0 AGI for 2018? So I can get those filed and submitted on time? We owe this year so I need get that set-up ASAP as well (which I am not worried about because that is easy once the 2019 taxes are accepted.

But do I resend in proof I submitted my 2018 taxes on time through TurboTax? I send in the whole tax document that I e-filed, and was accepted via TurboTax?

Yes try 0.

When did you file 2018? If it was late in the year try putting in zero for the AGI. And see, https://ttlc.intuit.com/community/rejections/help/what-if-i-entered-the-correct-agi-and-i-m-still-getting-an-e-file-reject/00/27031

If your spouse died during 2019 there is a problem efiling and you will have to mail your return

If you can’t get it to efile you will have to print and mail it.

Be sure to attach copies of your W2s and any 1099s that have withholding on them.  You have to mail federal and state in separate envelopes because they go to different places.  Get a tracking number from the post office when you mail them for proof of filing.

For AGI Reject code 031
