I read in another post that if you go to your tools option you can actually remove the document 8915 and by doing that it lets you file. I did it and it worked ...

Wouldn’t the 10% I paid upfront for taxes cover the entire taxes and don’t require Form 8915?

From what I understand they waived the penalty fee with Vanguard but I paid the taxes up front, 10%.

I’m a little confused because I paid the 10% with the withdrawal upfront? Which is why I have not received a 1099 form so why is it asking me that question.
