I used turbo tax deluxe...it filled out the form for me then I had to print and send in...no e-file

When does the opportunity to use 8915 "pop-Up" as I'm doing my taxes??......How do I find the form to use and e-file?

I hope this is true.I was told 2/15/18 originally.
