I am having this same issue with Grand Rapids. Grand Rapids has the form on their website so, I know it is available. I have to mail all of this stuff in anyway...

Solved Re: Why is form CF-COV preventing me from filing my state taxes?

I am having this same problem. I need Grand Rapids, and they have it online. I can't efile GR taxes anyway. How to I get past this?
