This is a known issue and is being resolved.  When attempting to e-file a return in the TurboTax for Windows CD/Download software, this message appears:

There is an update available for your version of TurboTax. Before you can file electronically, you’ll need to get this update. To do this, go to the Online menu and select Check for Updates.

However, after updating, the same message continues to reappear, resulting in an endless loop.

Workaround

Some customers have been able to successfully e-file with this workaround:

  1. Follow the steps in the article Troubleshoot TurboTax for Windows updating issues.
  2. Now try e-filing again. If that didn't work, first uninstall and then reinstall your TurboTax program.
  3. Finally, if you're still unable to e-file after following the above steps, you can either sign up to be notified by email when a fix has been released, or you can file a conventional paper return.

TurboTax suggests mailing the forms instead of waiting for the fix.  But I already paid the state fee to efile.  How do I get that money back?

This did't work for me.  Can't file State of Illinois return.  I already paid the $19.99.  I looked in detailed update history and it said that on 1/30/2020 Automated Patch Pushing was released.  Could that be the problem?

Please check the updated link, State Loop indicates TurboTax is "up to date" after updating but won't allow you to Install your sta..., to see if it helps with your problem.

The workarounds given did not solve the "need to update" loop bug.  Now what?

If you're in NY or MA, here's the link to manually update. After that it worked for me (in MA):

I received another update this morning and I was able to file my Fed tax form by itself.  If I tried to file both Fed and Illinois returns I encountered the "need to update" bug.  I then tried to file my Illinois return by itself and was blocked by the "need to update" bug.  Half fixed!

This is still an issue. Filing Fed by itself works, but I am still unable to efile Illinois due to the update loop.

Since I live in Texas, I'm filing Federal only and the issue still exists. I even installed TT Premier on different win10 workstation and had the same issue.

I've tried all the workarounds and none made any difference, including the suggestion to install the updates manually,  when I tried to install "w_perrelsuperpatch_ttax_2019.180.0101.exe" it comes back and says "please install TT 2019 first" which is not correct.

Can Intuit Support please escalate the priority of this issue?

Customer care has no idea how to fix this.

There doesn't seem to be a fix for Mac users. Nothing works. This is crazy that I pay to use a software that is worthless.

I talked to Intuit Support and explained the issue and they provided a link to download TT, which I did and after uninstalling the original version, I installed the "new" binary and I was able to submit the federal return the first time.

Looking at the sequence of steps during the install of the TT d/l from Intuit, it prompted for a activation code, where as the binary I bought on line from "Price Deal Online Software"/ "All DealUS.com" did not.

Appears it was pirated s/w

So this is a "known issue" for over a month now. What is Intuit/TurtoTax doing to help those Illinois filers who are still unable to e-file Illinois? Fed works fine now, as does Indiana. But Illinois still has the update/you are updated loop which renders it impossible to e-file.

Same situation. I am getting some weird non-understandable error message related to my stocks. Its not allowing me to e-file without fixing the error. I already paid the money for state and federal filing and now its asking me to mail the documents. Whats the point?
