I have windows 10 pro version 1909
It is activate and ass all the updates to make it current
I installed turbo tax deluxe 2019
After the install when I tried to open Turbo tax it asked me if I wanted to download and install updates
I said yes and the updates were installed
After the updates were installed I tried to open turbo tax again
This time I got the activation screen but it was empty except for 4 blue dotes that kept spinning
I never was prompted to enter the activation code.
I close and reopened turbo tax again and again I got the activation pop up by with the 4 blue spinning dots
I let turbo tax run over night but still had the spinning dots
I return my software o the store and got a replacement but again when trying to activate i get the 4 blue spinning dots.
How can i get turbo tax activated so I can use it?

My internet connection is good as Turbo Tax deluxe works perfectly with Windows 7
I deleted cookies from my browser but still no luck activating.
However when I changed my default browser from Edge to Internet Explorer I was able to activate Turbo tax.

I noticed for the Android device you mentioned the Chromium browser.
Has turbo Tax been tested on the new Edge based chromium browser for Windows 10?

If you are using the desktop version of Turbo Tax, be sure to click on "Check for Updates" and update your software if needed. If that doesn't work you can manually update your software. Another option is to try try removing and reinstalling your software software to resolve the issue.

I installed TT 2019 with the disc on my new computer. I have Chrome internet connection on. I have my license code but the activation screen stays empty or has 4 spinning blue dots. I cannot enter the code and access my 2019 tax computations.

You haven't described what the roadblock is. We don't know what "won't let me" means. Is it this:
Are you getting a blank screen with no input for the license code? And are you using Windows?
If so, it may be related to a scaling problem or screen resolution issue.
In your Windows settings do you have scaling set to a higher value than the normal 100%? If so, changethe scaling back to 100%. Once the license code is entered and activated, you can later change it back like it was.
If not a scaling problem, then try a screen resolution of 800x600. Once you get the license activated, you can change your resolution setting back like it was.

Here's the solution that has helped others. See if it solves it for you.
Are you using Windows?
If so, a blank activation screen may be related to either a screen resolution or scaling problem in your Windows settings.
In your Windows Settings do you have scaling set to a higher value than the normal 100%? If so, change it back to 100%. Once the license code is entered and activated, you can later change your scaling setting back like it was.
In Windows 10 to get to the scaling or resolution settings click the Windows start button in lower left corner, then choose Settings (gear icon), then System, then Display.
If lowering the scaling to 100% didn't help, then it may be screen resolution. Try a lower screen resolution such as 800x600. Once you get the license activated, you can revert your resolution setting back like it was.
I couldn’t agree more. TT has major bugs. I have a brand new computer. I cant activate it as I get the blue dot from h. And on my other computer TT always goes to "not responding" for 15-20 secs. I'm running out of codes and computers. Major problems. TT. fix and quit the excuses.

My problem was with TurboTax Premier 2020 download on Windows 10. All went well until it was time to activate. Then all I saw was an empty window with a small blue ball. I even tried uninstalling and reinstalling several times.
The screen resolution adjustment solution worked perfectly. Thank you! My display on my new laptop was set at the recommended 1920 x 1200. I reset to 800 x 600 and the activation window appeared. Of course, the copy and paste function offered during initial setup did not work and I typed in the license code. Voila! I am now functional except for having to transfer last year's data file to the new computer. I returned my resolution to its original setting and all looks fine in TT.
Why can't installation instructions include this as a reminder or solution in troubleshooting FAQs instead of making customers spend so much extra time searching for a solution?

After being unable to use my TT Deluxe 2019 to install on my new laptop--several attempts, using my Chrome browser/ Windows 10/ with computer close to the internet connection, I called TT. Two hours with one of your customer service helpers left both of us exhausted but unsuccessful. She then sent a direct download TT Deluxe 2019 and the activation code. Same problem: blank screen or blue dots. I called the next day and went through the process w/ a different customer service helper---almost two hours more--SAME RESULT. I am very thankful I have a printed copy of almost all my worksheets, etc. because they are the only access to TT 2019 and my 2019 files.
I am very hesitant to purchase the 2020 program as I may be out $50 and still not have TT 2020 installed or useable.

I assume you are using Windows 10, since you didn't say otherwise. You didn't describe your issue, so we have to guess. Are you getting a blank activation screen? If so, here's the workaround:
