E-file requires federal return

I previously E-filed my Federal return and it has been accepted. I paid for the state E-file but had to wait for an update. Now every time I try to efile I end up with this message

      Is this also a known issue for 2021 returns?

      Has your federal return already been accepted? In order to e-file your state return after your federal, your Federal return must have been accepted. If this is not the case, please let us know.

      Federal return has been accepted.  The issue stated is that it cannot be eFiled by itself.  It must be submitted at the same time as Federal.  This would have been nice to know when federal was filed.  I couldn't file Arkansas because of form update issues.

      How do you call support. I called [phone number removed] twice and get an automated response that has nothing to do with my problem?
