I cant open my 2019 returns on turbo tax, downloads state form, says file up to date then nothing happens. I need to amend my return.

Please try clearing your cookies in your browser and then log back into your TurboTax software.  Many times, this will help clear the issue.

If you used TurboTax Online for 2019, you can Amend your Return in TurboTax Online.
