If your "Transmit My Returns Now" button is not working, it may be due to a CAPTCHA not appearing, where one would need to checkmark "I am not a robot."
Have you tried the steps offered by @mesquitebean? If yes, please take a screenshot of the screen you are on and black out any personal information to further troubleshoot this with you @Prettystella321.
