I'd like to amend a previous tax return that is not prepared by Turbotax. Which plan should I use? Also, what if I didn't finish it before April 15, will I still get support? Note that amending return only has the deadline in three years.

This is mainly a user community forum, not a direct route to TurboTax Support. Nothing account-specific can be handled here. You can phone TurboTax Support as tagteam suggested above, but you may have an easier method.
You didn't say what product you are referring to. If purchased directly from TurboTax, then the only products I know of with a price of $69.99 are the desktop versions (CD/download) of 2015 or 2016 TurboTax Deluxe. If you bought 2015 or 2016 desktop software in the last 60 days, you should be able to use this online refund request form:

Jerry has his own new post going for this. Let's stick to that one. Sounds like the online charges getting deducted from his bank account because the IRS hasn't sent the refund in time.

I just left a comment in the other thread that might explain the charge.
Possible scenario:
If user is in California, using desktop software, and chose to pay the state efile fee of 24.99 out of the Federal refund, plus the required Premium Services for that option at 44.99 would total 69.98.
This experience has been excruciating. I want to give this company an award or some kind of formal recognition for raising the bar for sadism in user experience. The genius is sublime. It took a master to realize that human suffering is like an onion, comprised of layers under layers and then design and deploy a system based on that understanding. I want to give you an award and I want to give your phone robot an honorary award too, in the spirit of horrific anthropomorphism. I intend to go to youtube and create a turbo-tax 'speak to a human' challenge. Of course anyone is encouraged to go for it but to get the full experience, the knowledge, requires having paid for the services, paid exorbitant taxes and most importantly having paid an enormous cost in time. In an economy of suffering, and I do believe that the post-post modern economy will take the form of an economy of suffering, time will be the currency. Having gone through the intuit-turbo-tax user experience I have a new found appreciation for that part of Revelations, that abstract end of the Bible, which prophesies that man will wish for death, but it will not come.

If your 2018 was a joint tax return, the total AGI on the return is listed for each spouse.
In other words if the combined AGI is $60,000 on a joint return, you list $60,000 as the AGI for the taxpayer and $60,000 as the AGI for the spouse.
If this doesn't solve the problem, you may be able to retrieve AGI information from the IRS.
