Is Washington State's Running Start Program a scholarship?

My son got into the Running Start program in his last two years of high school which allowed him to graduate from Bellevue College with an associates degree upon completing high school. this is a free program provided by Washington State. is this a scholarship that I need to file with the IRS? no scholarship funds were received by us.

If all scholarship was used for education you don’t have to report anything.
