An e-file rejection just means that some things on your return don't match the IRS database.
If you received an ACTION NEEDED! email from turbotax@intuit.com, it'll give you a brief explanation of your reject and how to update it. You can also do this:

Seems Turbotax experts aren't yet or will never be briefed on the Turbotax state rejection code IL1040-8100-1, so I'll just post what Turbotax repeatedly emails and texts to me and my Illinois neighbors about this latest Turbotax glitch: "IL1040-8200-1 - The Primary Taxpayer Drivers License number or State ID number did not match the Drivers License or State ID number on the Illinois Department of Revenue production file. At least one of the following Primary Taxpayer signature fields must be present and match the department production file: Primary IL-Pin, Primary Prior Year AGI, or Primary IL Shared Secrets Drivers License/State ID Number." Some of my Illinois neighbors are on their fourth and fifth rejections already! I'm only on my third, so I don't merit much in our Turbotax 2020 Kaffeeklatsch, but it's only 02/27/2021 so I have plenty of time til April 15th, right? Thanks, Turbotax!
Double check to be sure your driver's license info is correct and that your AGI is the amount from line 1 of your Illinois state return (not federal) from the previous year.
Then, also be sure that you listed your name correctly and put your birthdate and today's date on the proper lines.
I'm having the same code problems "Reject Code IL1040-8100-1" -
I have attempted to fix this over 3 times, and can not find what the rejection code is. Is this on Turbo Tax's side - it appears to be an error on Turbo Tax side.

Just to clarify, you must have state id and IL pin.
If you live in IL, you MUST get an IL PIN from the state department.

Try these steps for fixing the PIN error for IL state: To re-sign your return:
1. Click "File" in the left hand menu tab, .
2. Click "Start/revisit" to file
3. Make sure Illinois has been selected to e-file if FED has already been filed/accepted no need to check that one.
4. Continue to the "Review Your Illinois Filing Info" screen.
5. Click Edit next to "You are consenting and signing your return electronically."
6. Scroll down to update your PIN or to select a different method of signing your return (state ID, driver's license, IL Prior year AGI, or 9-digit ZIP). If you only entered the 9-digit ZIP before, try enter other pieces of information (IL PIN, IL Prior Year AGI).
5. After updating, click Continue and follow the onscreen instructions to re-file. Per @DMarkM1

These are not the steps I see when I follow your instructions:
1. After clicking "file on the left hand menu tab, I see Step 2(checked): Your tax payment info "Revisit." And Step 3(unchecked): Get ready to save and file your returns "Start".
2. Let's get ready to e-file. I click "I want to e-file."
3. It takes me through the driver's license section. - I have verified those numbers for both me and my wife.
3a. Did [Me] file an Illinois return for 2018 or 2019? - I confirmed both AGIs were correct for my wife and I.
3b. Let's take a last look. - I click "Continue."
4. Time to sign and date: All it asks for is My wife's and my birthdays and a 5 digit signature ID which it tells us to make up. Then click "I am not a robot" and click "Transmit my return now." There's no place to enter/update a pin or even change signature methods.
I am having the exact same problem and I see the same steps that you posted above. I've gone thru it 3 times and it keeps saying rejected. So strange. Not sure what we are supposed to do - do you?
I ended up getting it figured out. When you get to the screen that asks you if you filed a tax return in 2018 or 2019, click the box that says "I don't have my AGI from those tax years." It will take you to a screen that will ask for either your IL PIN or your driver's license. You can find your IL PIN by going to this website: https://mytax.illinois.gov/_/#1
On that site, enter your social security number and then in the next field, click "Look up my IL PIN." It'll ask for your driver's license number and then just give you your PIN.
You may be able to avoid all that by just entering your Driver's license number when it asks for either one (on the Turbotax site), but I found it odd that the driver's license would work since I'd just entered it in a few screens before.
Anyhow, using the IL PIN worked because I just refiled and got a text saying IL approved my return.

It took me 5 submissions but got it to submit with NO reference to AGI. I assume that since TurboTax requires a period at the end of the entry that Illinois is rejecting it. I tried without the period, I tried with 00 after the period, I tried to remove the comma—TurboTax kept putting the period and comma in. Illinois kept rejecting both secondary and primary taxpayers but finally got it to work with only driver’s license.
You have to click that while you do have an AGI that you do not want to use it. Then it will offer you the ability to put in the driver’s license. But the AGI does not work—and it is definitely on the TurboTax/Illinois interaction (likely, as I noted, from forced commas or the period at the end of the box that kept being forced into it). But a bit of speculation so TurboTax can fix, or if faulty Illinois database, they can tell folks not to use the AGI to sign, and instead just driver’s license.

@outsoo IL is very picky and requires that you enter a DL or state ID in order to e-file. If you do not have either one, then you cannot e-file your IL return. Print, sign and mail it instead.
Illinois has be claiming every year that I didn't file one thing or the other. I used HR Block and they didn't step up and guarantee their work. This past year they claimed I didn't attache the W2, which I did. They are trying to scare people into paying more because the state is broke, corrupt and financially irresponsible. And yet, they have a billionaire governor who inherited his money. They always go after the middle class, don't they.
