How soon are we going to get a new upgrade to allow paying IRS after April 15th based on the new July 15th guideline?

We don't know.  At this time, the workaround is to select "I will pay by check" in  Turbotax.  Then, make your own payment arrangements with the IRS, either mailing a check or making an electronic payment at www.irs.gov/payments.
