I was overcharged Flordia doesnt not have state taxes and i was charged $40.00

You can file a Florida state return but most people do not need to. If you didn't complete an unnecessary Florida return then call customer service and ask for a refund for an erroneously purchased Florida return form.

I called and they said they would refund my money.  But i haven't seen it yet. Turbotax said it would take a couple of weeks  so mow i wait and see.
