Did you purchase the Desktop version for installation on a PC or Mac?
You are posting from online Deluxe--which indicates that instead of using the desktop software you paid for at Sam's, you have wandered into online TurboTax by mistake.
The license code is for the CD/download software--you install it to your own computer and access it from your own computer----you do not "log on" to it with a user ID.

For me, it was quite hard to figure this out. I finally found one link to "Your TurboTax Account" page. Then go to the "Downloads" heading. Then, you have to read and discover this heading,
Did you order a TurboTax product that you don't see listed above?
and finally you can click on "enter your license code here".
When you enter your code, now you can download your product.
Hopefully, you were able to do this avoiding all the other unnecessary steps of starting an online filing and entering billing and shipping information. Honestly, I wish it had been easier to navigate to this. Best wishes!
