This years TurboTax (TY2018) does not seem to offer the option of filing my state return by mail - only offers to e-file (for a charge of $24.95)  How doI get TurboTax to set up the required forms, etc. to file a paper/mailed return?

You are posting from online Deluxe but your question seems to be about using desktop software.  If you are trying (quite prudently) to avoid that state e-file fee by printing and mailing your state, go to File and click Print--then you can choose which forms to print--choose just your state forms to print out and mail.

Yes, I am filing by desktop.  In prior years I had the option of printing specially formatted state returns, Instructions for mailing them, address labels, and four Estimated Tax Payment forms for quarterly payments.  I know I can print the regular state forms, but how do I get to these special state forms of past years?
