Form 1099-R, withdrawal not received for 2020 causing error

re. Form 1099-R "Distributions from Pensions, IRAs, etc" the error says "Taxable amount should not be zero if there is no prior year excess traditional IRA contributions on line 4 of the IRA Information Worksheet."  No 1099-R was received for this year 2020 due to COVID-19 rules and not having to take RMD's, but was received in prior years and will be received in future years.  The only data remaining is in the Supporting Details kept for history for box 1 and 2a.  If the value in 1 or 2a is blank or zero, I get the error.  If I enter 0.01, I don't get the error.  How can I keep the Supporting Details history and still file a return with no errors?

Strange that it seems no-one else received this error?  How do you handle the situation where RMD's aren't required for the year but TurboTax still returns an error?

If you did not receive a 2020 1099-R then  delete the 1099-R from TurboTax.
