Child is 19, studying in another country. So it's a temporary absence. How do I answer whether "all the time" living with me was in the US?

You consider it to be a temporary absence and say she lived with you.   Parents of college students who live away can still say the child lived at home.

You answer "The whole year" (all the time).

Also answer "The whole year" when asked how many of these months were in the US.

For tax purposes, she lived with you all year, as her presence abroad was only a temporary absence.  A semester away at school, even abroad, is no different than a week at Disney World. It's a temporary absence from your home, her full year residence.
