What does "not applying" mean?

Perhaps you do not understand how HSA contributions work

HSA contributions made through your employer are reported on your W-2 in box 12 with a code of W. When your W-2 is published, the code W amount is removed from Wages in boxes 1, 3, and 5. This means that your HSA contributions through your employer are tax-advantaged because they were never in your income in the first place.

Only "personal" contributions, that is, contributions made directly to the HSA not through your employer, are listed as a deduction on line 13 of Schedule 1 (1040).
