You use the mailing instructions or the fax phone number that is listed on the IRS request you received.
@cgbrooks49 Do you have the fax number they want you to use? Did the IRS include the fax number in their request for the documents? If you have the fax number then go somewhere with a fax machine like a UPS store or Staples, Office Depot, etc. and just fax it.
