How do I go in and amend a tax return from 2016

TT no longer supports the 2016 tax year so your options are to find a local tax pro  or get the forms off the IRS and state websites and fill them in manually.  Also you can no longer get any refund for a 2016 return if that is what you are looking for.

what about other tax prep software that does still support those years?

No point amending 2016 unless you feel you must send more money to the US Treasury, or,

they sent you a letter about 2016.
