What was the billing notice in regards to? A Turbo Tax fee or to pay your taxes to the state/federal?
Better check your efile status here. See if maybe you filed a return earlier in the year.

When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
Please reach out to TurboTax Customer Support to have someone review the fees with you. To get you to the right person, use the keywords billing issues.
Well if it shows Accepted then you filed it. You may need to amend if it wasn't finished.
If the IRS is taking too long to send your refund they will ask you to pay the fees, see step 3 under What happens if the IRS reduces my refund......

If you don't pay they will automatically debit your bank account. Then when the IRS does send your refund they won't take the fees out again And, Why you got charged,
