I believe the Schedule INC is a Virginia state tax form.  Are you also completing the VA state income tax return?  Have you entered any employee business expenses?

Also could be a Massachusetts state form.  Are you completing a MA state income tax return?

Virginia Department of Taxation website - <a rel="nofollow" target="_blank" href="http://www.tax.virginia.gov/content/fillable-forms-faq">http://www.tax.virginia.gov/content/fillable-forms-faq</a>
"Why do I have to fill in the information for Schedule Fed and Schedule Inc?

This information is necessary so that the Virginia Department of Taxation can match what you have filed on your federal return with the information provided on your state return. If your federal return included a Schedule C, C-EZ, F, form 2106, Form 2106-EZ, or Form 4562 this information is mandatory in order to e-file your return."

Looks like TurboTax will have Sch INC finalized on Jan 20th, according to their forms schedule.

VA Schedule INC is the Schedule of Withholding and Income.  If your VA return contains Sch INC you will have to mail in your return because this form is not e-fileable.  Schedule INC is now available.  TurboTax will print this form along with your VA tax return for you to mail in.

Often Schedule INC is generated because the VA amount entered in box 16 of your W-2 is different from the amount entered in box 1.  Before you print and mail your return, check your W-2 entries.

In previous years ZERO problems E-filing VA 760-INC Form. For 2021, won’t E-file with INC Form. HELP

Nothing for tax year 2021 can be e-filed at this time.  The 2021 state programs will become available in mid-December through January.

Although TurboTax may  allow you to e-filed some returns as early as 1/6/22 (IF the forms in your return are ready for filing … see info below)   they are NOT actually sent to the IRS.  TurboTax stores those early filed returns in a holding “POOL”   until the IRS opens for business and “drains the pool”  for processing ...   only then will you get an e-mail telling you if the return was accepted or rejected by the IRS.

Only the simplest returns can be transmitted to TurboTax early.    Some forms will not be finalized until Jan 25 and some later than that.

https://ttlc.intuit.com/questions/1908854-forms-availability-table-for-turbotax-federal-products-exc...

Why does TurboTax allow early filing?  Because their competitors do - It is a marketing ploy to capture market share.

Filing early with TurboTax before the IRS opens  is a really BAD IDEA for many reasons...

1) If you discover something that is wrong on your return, receive a W-2 that is different, receive some other tax document that was not on the return that you filed then there is NOTHING that you can do about it other than wait to see if the IRS accepts or rejects the return after they open.  If rejected you can correct and file again, but if accepted then the only remedy is to amend which can take 4 months to process.

2) You must remember to check back after the IRS opens (or check for an e-mail) to confirm that the IRS has accepted or rejected the return.  If rejected, then it was never filed at all and must be corrected and re-filed.  Every year many taxpayers that file early, forget to check back and only discover months later that they never actually filed because if was rejected by the IRS but they had forgotten about checking back after filing with TurboTax.

3) While the IRS does conduct some pre-opening tests and does accept some returns early (ONLY for TESTING purposes), they will not actually  process those until after the official opening date.  There is a reason to test and that is to discover any problems with it's systems.  A couple of years ago a test went bad and several thousand "test" returns were lost.   The IRS was able to recover those but it delayed refunds for some by months.

There is no real advantage to file before the IRS opens  but there are several disadvantages to do so.

When will my forms be ready?

Historically, IRS tax forms start becoming available in January, with a few stragglers (most notably Form 1040X) getting finalized in February.

State tax forms can become available for filing any time between December and late February, depending on the state and the tax form.

For specific forms and dates, refer to the Forms Availability Table for your TurboTax product, see the related information below.

Can I Still Work On My Return Before My Forms are Ready?

Yes, according to the following:

Federal Taxes
You can still work on your return and finish most of it. Once your forms become available, we’ll create the forms and include all of your info.

You’ll only be able to e-file or print your return once the forms are available.

While you’re working on your return, we’ll ask if you want to receive email updates when your forms become available.

State Taxes
If your forms aren’t available, you’ll get a message asking you to return once they become available.

While you’re working on your return, you’ll have a chance to let us know you want to receive email updates when your forms become available.

Sorry but State Forms just became available and VA Form 760-INC listed as “Paper only”.

What’s going on here? For years no problems, but now BIG TIME problems.

Sorry, but VA forms are ready now. VA 760-INC says “Paper filing only”.

Problem is with TurboTax, not VA. What’s going on. ZERO problems in previous years.

You are too early ...  as in the past TT must wait for the efile forms to be approved by the state/feds.  See this thread from a couple of years ago.  https://ttlc.intuit.com/community/business-taxes/discussion/it-says-on-my-return-schedule-inc-w-2-and-1099-information-schedule-only-able-to-return-by-mail-on-2/00/79236

Since you cannot efile until 1/6 at the earliest when the federal return can be efiled  keep checking the REVIEW tab for updates.

You’re missing the point. Just downloaded the 2021 VA forms. They plainly stated 760 = “Paper only” because 760-INT couldn’t be E-filed if your 1099 showed State tax deductions. Which mine does = Military Retired Pay.

Can’t blame “preliminary” form. Other 760 forms are also “preliminary” … but they are available for E-filing when they are finalized.

Nope, Intuit is responsible

I’ve been with TurboTax since they were called MacinTax. NEVER has this problem occurred

I even called the Tax folk in Richmond VA.

“Of course you can E-file your 760 forms when your 1099 shows tax deductions off the top of your military or any retired pay. Recommend you call TurboTax”

@jolove3  Be sure that Intuit is working to get all forms ready for e-filing on time.  The forms you see may not "look" like they can be e-filed, but as @Critter-3 mentioned, the TurboTax program itself won't send any returns to e-file before January 6, and even if you e-file on that date, it will be until the IRS opens the filing season (which still is unannounced) before they will start accepting and processing returns.  State returns cannot be accepted via e-file until the IRS first accepts them.

Which means that even if the forms were ready to e-file now, you gain nothing by e-filing now.  If for some reason this is not ready by the true start of tax season, that's another issue.  But at this stage of the season, as pointed out, there are a lot of programming situations that are getting worked out.  Tax programs have a lot of moving parts, and this year is an exceptionally challenging one due to the tax law changes and other tax issues being dealt with.

A lady at TurboTax said with 100% certainty that E-file errors would disappear on Jan 13 when final VA forms are available

She said 100% TWICE

Final VA forms here and E-file problems still here

@jolove3

First Intuit is a west coast company on west coast time   AND  the day is not over yet  AND there could be delays which is normal.   The IRS will not start accepting returns for processing until 1/24 so you have time to be patient.

And don't post your PII on this public internet forum where scammers troll for easy marks ... no one legit will contact you and you will never get thru to one of the programmers even if you call the TT phone number.   All you will get is a person who will look at the availability chart and quote it ... they cannot talk to a programmer either.     https://ttlc.intuit.com/community/forms/help/irs-forms-availability-table-for-turbotax-individual-pe...
