Sounds like your computer is experiencing a loop. Let's clear your cookies, history then reboot.
Cookies are small files that temporarily store data on your computer. We use them to personalize your experience so you see information you already entered and not items that are irrelevant or repetitive.
On rare occasions, they may make your browser think you already did something that you still need to do. To fix that, you'll need to delete (clear) the cookies from your browser.

Nope, cache is cleared, have even logged on to two completely different devices. TurboTax is not working. I can’t get past the review (spinning endlessly) to submit. No other issues with any other application.

Hello- is there further troubleshooting for this issue? I have cleared cache/history and spoke with TurboTax customer service, neither were able to fix the issue of getting stuck on the Review phase. I would like to submit my taxes before the price goes up after 2/29/24.

How to pay for TurboTax now:
In the left margin of the return
Tax Home
Tax Tools
Tools
then you will see the Tools Center
Choose to view and pay your fees
When I select "My Fees" from the Tools Center, I can see the price of the tax package I am using, but I do not see anywhere the ability to pay my fees. Would you please specific where it is they can be paid?

To pay in advance, you don't pay through the MY FEES or the Tools Center interface.
You pay by going through the Print Center and trying to print. It won't let you print until you pay. So it will walk you through paying. NOTE: You don't actually have to print anything.
To get to Print Center, go to the left menu column with your return interview open. Click on TAX TOOLS, then choose option PRINT CENTER.
At the Print Center choose to "View/save/print this year's return."
It should then prompt you to pay.

You will need to pay upfront by debit/credit card to lock in the price. I don't think choosing to pay out of refund will lock in the price. So do NOT choose that latter payment option.
This also has the advantage of being able to view your return at will at any time during return preparation.
I just added some more info to the steps above. When it asks you to pay, you will need to pay upfront by credit/debit card in order to get the current discounted price. I think if you were to choose to "pay out of the Federal refund," it won't lock in the current discounted price. So do NOT choose that latter payment option.
Is there any estimate when this issue of endless loading on the Review section will be addressed? I am still having the issue this morning (2/29).

@connlly2 Nick, I was finally able to get out of the stuck “review” stage with help from a live agent. The issue appeared to be that I had an error in my state filing - when I hit review it would just spin instead of actually reviewing and telling me I had an error. The way we fixed it was to first go into the state filing, hit edit and then review separately. I hope this helps.
If you still have issues their suggestion to pay today will lock in pricing for you.

I have tried on both my mobile phone and laptop, both will not move past the final review. Even cleared the cache and still the same issue. Has there been any update on this? The first poster was 2/25/24, it's been almost two weeks since it and seems people (myself included) are still having the issue.

Reading some of the other replies, this seems to be an issue with an error in state taxes that's not detected in "review". I went back through mine, had a couple boxes that I had put 0 in (that didn't need anything if they didn't apply to you), I took them out. Once I did that, I was done filling in about five minutes.
Similarly, I had an issue in my federal return that, once remedied, fixed the issue. The Review tab went smoothly after fixing the issue.

The first thing you want to do is clear your catching cookies. Once you sign back in you want to go to your state return and review each deduction in credit. You're going to have to click update and go down the row of each one. At one point my customer noticed that there was something check that she did not see prompted for her so she also had to uncheck and read what did not apply. These steps were super helpful to me and my customer would highly recommend trying this if having this issue. She was also able to get to the order review page so that she can pay and process her tax return.
Didn't work for me, I have deleted cookies, reviewed state over and over keeps getting stuck spinning on final review.
We are told this is due to a timed out log in.
You need to sign out of TurboTax on ALL devices, clear cache and cookies, and try again.

I do not use a browser. I loaded the Deluxe TurboTax via disk and added the state process once the main program was loaded.
April 12, 2024... same issue. Turbo Tax logs me out before the tax returns are finished loading - if, indeed, the process is even still alive. On the phone waiting for Intuit customer service at the moment. Very much not impressed with how hard it was to get past their screening bot asking irrelevant questions.
I started Turbotax 25 for Mac. I have been using Turbo tax for many years. I let it copy my last return, OK. I get to "Let us Know if <spouse name> Info is the same." I click through the boxes, click "Continue" and I get a calculating box that just spins endlessly. I quit out and retried - same result. I went back a step and tried again - same result. I'm not 1% into this and I'm wasting my time. I have a lot of tax work to do on three returns. I am particularly anxious to avoid underpayment penalties. So I need to have some idea by 31 Jan.

I've been having the same issue with spinning in REVIEW. I've deleted the history, cookies, cache, logged out of TurboTax, rebooted, logged back in, clicked on REVIEW, and it still spins and spins. I've called Live support, and someone call me 4 times today and we still can't figure it out.
It's bad enough I owe money and can't even file the return. On top of that, I need to main in the state return and I can't even to that. So, this process is holding me up from getting my state refund. At this point, I should not even be charged for filling. Not sure what else to do about filing my return. I've used Edge, and Chrome and it just spins in REVIEW. Talk about a wasted stressful Saturday. Didn't anything else accomplished today because of dealing with this issue. I've used TurboTax for years and never had this issue. What should I do?
I'm having the same issue today (3/28/25). Tried Edge, and Chrome on two different laptops. Cleared the cache, cookies and browsing history. Still spinning on REVIEW. It's definitely something on going on with TurboTax. I just want to submit my taxes.
Have you tried clicking the File tab to see if it will bypass the review issue? Are you experiencing the review under the federal, state, or final review?
