So I opted to pay my taxes with my refund.... why am I getting charged 2 months later out of pocket??? Aren't they supposed to take payment before distributing my money elsewhere???

Did you get your refund yet?

That's exactly why.  The IRS hasn't sent the refund yet but Turbo Tax still needs to be paid,  you had to agree to it.

See What if the IRS reduces your refund or delays it.

Then when the IRS does send your refund they won't take the fees out again.

And, Why you got charged,

You should have received 4 emails asking for the fees.  If you don't pay they will debit your account.  You had to agree to it.

I opted to pay my taxes with my refund and they still took $86.00 from my account after I had already paid 2 months ago . I have already received my refund minus your tax payment 1 month ago

If the payment was processed through Refund Processing Services, and the fees were charged separately from your bank account, please contact TurboTax Support to initiate a refund. We cannot process refunds through this forum.
