I did my taxes on line with TAXACT. I was not happy with what I had seen -- so I purchased a CD download version of TurboTax. Entered all of the same information. TAXACT gave me a $163 Recover rebate credit. TurboTax (CD Version) didn't. TAXACT will let me view the 1040 form even before I buy the software before filing. TurboTax Won't! So, I've been unable to see if I'm entitled to this credit and decided to enter all of the information into TurboTax online. The result is that the federal refund is $1 more and State $2 more. I don't care about this but would like to see if I am entitled to the Recovery rebate credit like TAXACT says that I am. Since I purchased the CD version of TurboTax I've already get the Federal filing. Based on what I've read online I may be entitled to this credit and can't tell if TurboTax is applying or what. Do I get the credit or Don't I?

If you purchased the CD download, you purchased the TurboTax Desktop version. You should be able to see your entire return in Forms mode.
In the upper right hand corner you will see "Forms". Select this and your return will open with all the forms in the right hand column. Look for "Recov Rebate Cr". Select this and the Recovery Rebate Credit worksheet will open up for you to review and make changes, if necessary. You should also be able to compare to TaxAct as I would assume they have the same worksheet.
I would note, you want to make sure your software is up to date. In the top margin select "Online" then select "Check for Updates". This will load the latest updates to the TurboTax desktop product.
To return to input mode, select "Step by Step" in the upper right hand corner.
Your software did all of that form (Recovery Rebate Credit Form), EXCEPT line 19 and 2 other check boxes. Turbo Tax didn't ask me for that value nor did it prompt me to check some boxes on that form. Once I manually filled in the values it determined that I was entitled to the $163 credit that other software was showing me. I really like the "prompting" the software does and don't feel that I should have to trouble shoot your software.
Your need to fix your software.
