You can use their Federal Employer Identification Number.

My w2 is missing my employer's state ID number (box 15). The Federal Employer Identification Number is 9 digits long. Turbo tax is requiring a 7 digit number. What should I do?

If you had the same employer last year you can use the same number. Only your employer can provide you with your employer's state ID number (and explain why it's not on your W-2.). If you do not have the EIN on your W-2, you can call your employer and ask for it after you have properly I.D.'ed yourself as their employee.

If you did work for this employer the year before, this Best answer recommends using the Federal EIN in box b of the W-2.

The EIN number for my employer is 9-digits. TurboTax is asking for a 6-digit number.

Where is it asking for 6 digits?  W2 and 1099 have 9 digit EIN on them.  6 digits would be for something else.  Are you entering a 1099NEC for self employment and it wants a 6 digit code?  That is a business code for your self employment business.

Schedule C line B Business Code is a 6 digit number for your activity.  Here are the IRS instructions for Schedule C.  Business codes start on page 17.

See the FAQ on Business Codes,

If you can't find a code that applies, you can enter 999999.
