I followed all the steps under the faqs for partner discounts i did everything and the discount still was not applied. I put all my credit card info in thinking i would get a second page for confirmation before it actually sent and to verify the discount but it just charged me regular price.
I can't view the offer you saw, but most discount offers say "Up to", such as "Up to $15 off." The actual amount of the discount depends on what product you choose. Some offers are $15 off for Self-Employed Edition, $10 off for Premier, $5 for Deluxe.
You appear to be using Deluxe Edition. How much were you charged?
The current price for Deluxe is $39.99 for Federal and $39.99 for State. The discount normally applies to the Federal return. Were you given the discounted price of 34.99?

Actually it should take it off the current price, even if discounted. Otherwise people would pay more than using the Online TurboTax site. It's always provided additional discount when I've tested it. If it's $5.00 off for Deluxe, user should be charged $34.99. At least that's the way it has worked for other sites I've tested such as USAA or PenFed. Deluxe through USAA is $10 off, so users there have been paying $29.99, and that is what is displayed there on the product page when going through the steps at their special promo link.
I'll see if I can trace that ebates route some more.

I actually was finally able to follow the path from ebates to the promo website. And it does take the additional discount off of the current discounted prices. I've attached a screen image to my answer below.

That’s the screen I saw. Unfortunately when I put my card info in and hit next it charged my card the full price I’m not sure they will even refund the difference. Kind of strange they don’t let you confirm the payment amount after putting in the card info before submitting
To contact TurboTax customer service/support use their contact website during business hours. If the problem concerns any type of refund for fees, use the key words billing issues and do Not use the word Refund or you will get a phone number for tax refunds.
