Thank you, the over-ride method does work for opening TurboTax 2019 in Catalina. I was hoping that Intuit had in fact updated their software to abide by Apple's efforts to prevent malicious software being installed (thus avoid using the over-ride). I assume they will at some point, hopefully soon. Nevertheless, thanks for your reply.
It doesn't work for me. The second window with three options does not open.
I just discovered 'right click' on an Apple wireless mouse!
did not help me. It looks like it installed but after it says I'm up to date nothing happens. I can't open a new tax return. Most drop down boxes are greyed out. I tried to delete and reinstall several times with no luck. It does not ask for a license code on the retries either.
The message has nothing to do with TurboTax, it is how Apple choose to treat applications not purchased from the Apple Store - all non Apple software will get that message with OSX 10.15 (Catalina).

Hi,
I just downloaded Turbotax Premier 2019 and am running MacOS 10.15.1 Catalina. It downloaded and opened without a problem. Maybe Apple fixed something in the recent update?
Just been on tech support. She really did try everything. Most of which I already did, but good to know I did not miss something silly. But no settings to address in Privacy preferences. Right-Click to Open does not help either.
Still cannot open the application.
open of turbotax 2019.app via terminal results in
" % open /Applications/TurboTax\ Home\ Business\ 2019.app
LSOpenURLsWithRole() failed with error -10810 for the file /Applications/TurboTax Home Business 2019.app"
Opening the content binary results in a bunch of errors, finally resulting in;
"zsh: illegal hardware instruction /Applications/TurboTax\ Home\ Business\ 2019.app/Contents/MacOS/TurboTax\ 201"
Any ideas what these mean and how to fix?
I know of no inherent issues with 2019 and Catalina.
I would recommend a *total* uninstall that includes the preference and support files that could be corrupt.
The best remedy is to totally uninstall TurboTax and all associate files and then re-install. That will not delete or change any .tax2019 data file that had already been created with the tax data.
To uninstall the application and all associated files need to be deleted and then the application reinstalled. If there was a state then the state must also be reinstalled.
Restart the Mac before reinstalling.
Here is a FAQ for how to uninstall Mac

=================
If the above has already been done then I have seen several cases where there is corruption in the Mac User account. That can be proven (or eliminated) by switching user accounts to another account that is an administrator account (If no such account, it is easy to create one using System Preferences -> Users & Groups).
If TurboTax successfully installs and runs under a different User Account then repairing the first User account is something that you should refer to Apple support.
Just to add: I believe that error is associated the Apple "Gatekeeper" that prevents untrusted software from running. Be sure that you have not renamed the downloaded file or are instilling in other than the Applications Folder. Re-download a fresh copy of the .dmg file before re-installing. I assume that you purchased direct from TurboTax - bootleg copies from scam websites can fail - or worse.
Were you able to fix it. I’m having the same exact problem. I have deleted and reinstalled the 2017 version several times and I’m getting the same results.
I have the same problem. I too just purchased and downloaded Turbo Tax Home and Business 2019 for my Mac running Catalina OS 10.15.2 but I cannot get it to install. I successfully downloaded the .dmg file but when I dragged it into applications, it has gotten stuck on the "Preparing to copy to applications" step. Anyone know the solution? Otherwise I want my $90some back.

Copying the application has nothing to do with TurboTax - it is simply the built-in Mac copy function. If that hangs then that is a Mac issue. I suggest restarting the Mac. If it persists then seek Mac support from Apple.

Tax will not work with macOS Catalina? Called Support twice: I was told that there is no information available if there will be a fix, best advice was to return copy for refund. Feb. 3, 2020
Catalina has been giving me all sorts of problems — all of which (including the TurboTax verification) went away when I rebooted in safe mode (by holding down the shift key while restarting). Using my computer in safe mode all the time is not ideal, but at least I was able to do my taxes.
This is incorrect. Applications distributed directly by developers can pass the malicious software checks that Apple put in place to stop malware. Intuit needs to update TurboTax so users don't need to bypass Apple security verification to run the (hopefully) legitimate copy of TuboTax 2019.
Just spent an hour on the phone with an Apple rep who concluded TurboTax Home & Business 2019 needs to release a software update compatible with macOS Catalina's recently released version 10.15.3. I successfully completed and filed 3 federal and state tax returns using TurboTax Home & Business 2019 over the past few weeks. The application stopped working a week ago after Apple released its current Catalina update.
Here's hoping for a speedy software compatibility update from TurboTax!

That would see to indicate that *Apple* broke something. Perhaps it is Apple that needs to provide a fix.
