L2G (Link2Gov) is a 3rd party credit card processor that the IRS contracts with and has nothing to do with TurboTax.
All credit card transactions have a fee but normally the merchant pays that fee to get your business. The US Government is prohibited by law from paying that fee since that would be using other taxpayers dollars to pay your credit card processing fee, so they charge it to you. That is provided for by law.
It sounds like you may have chosen to pay your Federal taxes with a credit card, in which case the screen does mention a service fee when using a credit card.

The screen you reference is not part of the user experience while filing through TurboTax. It’s a help article.This was a very expensive mistake for me this year, and I will never be using TurboTax again...I will however be telling anyone I speak to about taxes not to use TurboTax.
Very discouraging and misleading on Turbo Tax's part. When a need to pay the federal government Turbo Tax should tell you the processing fee you'll be hit with by using a credit card on Turbo Tax's website, period. Turbo tax is suppose to work for the customer saving money and is detail orientated with everything else. I got slammed with a L2G fee for a little over $500.00 when I could have just paid the IRS directly for NO fee at all, just the amount I owe. I will never recommend Turbo Tax let alone use their service again. Funny thing is, the credit card charge was today, still pending, and turbo tax won't take ownership, my back said its already approved and I'll have to dispute it and the company working with turbo tax said they couldn't stop it even though it has not gone thru yet -- big scam. Shame on turbo tax.
None of you are bothering to read the answers just as you didn't read the info telling you there would a fee. TuboTax is not connected to this company charging the fees. The fee would be charged regardless of what software company you used to do your return.
I was charged $2000 for payment the IRS never got they are scammers
