I forgot to report that I do have health insurance before I filed my taxes. Im scared it took away a fee for not being covered with health insurance when I am.

How can I go back and let them know I have health insurance and that I did have health insurance in 2016 so that I do not get penalties for putting the wrong thing

Look at your tax return and check if you paid the fee.  Form 1040, line 61, Form 1040A line 38 or form 1040EZ, line 11.  If you have any amount listed there, it means that you did pay the penalty.  If not, it means you didn't have the fee taken away from you. 

If you did pay the penalty or if you have health insurance through Marketplace and have form 1095-A, please amend your tax return. If your return has been submitted- please wait - if it's rejected for some reason, you can your information and re-send the return. If your return has been submitted and accepted- you will have to amend; the return is mailed; takes about 16 weeks to process. Here are amending instructions.

If you have not paid the fee and have insurance from private insurance or insurance that is not "Obamacare", you may amend it or just wait. The IRS will most likely send you a letter asking for information or to pay the penalty or for exemption from the health insurance details. If that happens, simply respond to the letter with proof that you were in fact covered by the health insurance for the entire year of 2016.

On a 2019 tax return there is no question for whether or not you have health insurance.  The requirement to have health insurance or pay a penalty if you did not was removed from the tax code after tax year 2018,

 

However, if you did receive health insurance through one of the state Marketplace Exchanges and received a Form 1095-A, then that form was required to be entered on the tax return.
