I tried clearing cookies, enabling pop ups, switching default web browser, restarting the computer, and I confirmed that my account log in works online. However, in order to upload stock data it is mandatory to create an account. But I keep getting that error message when i try to log in with the desktop program.

I called the phone number. Someone by the name of Camille answered but she was unable to help. She didn’t listen to the problem and she was rude. She repeatedly kept stating there is something wrong with the download.
Is there someone who can fix this?
You may need to check your brokerage to see if they are allowing third-party access. Although the following Help Article is for Schwab, it is possible that your brokerage has restricted TurboTax's access to your statements unless you grant consent, and you might need to do something similar to what is described below:

In my case, I fixed the problem by deleting intuit directory under both Appdata/Local and Appdata/Roaming and then reboot my PC. Note Appdata is a directory under your home directory and by default hidden from your view. After that I had to reenter my TurboTax license code. I think this problem was caused by the email address I first used to register. Instead of using [email address removed], I used [email address removed].
