I Checked the tools menu on the left column under the my fee section and I received no discount! I am currently stationed overseas and it will be little difficult for me to contact via phone..
You're not using Deluxe. You appear to be using "Live Deluxe", which is an upgrade from regular Deluxe that includes Live on-demand help from a CPA/EA tax pro and a final review of your return.

Live Deluxe is 119.99 for a Federal return and 44.99 for a state return.
Did you already pay? Hopefully you're asking before actually paying.
THank you for the quick response! I did not already pay and i was not aware that i was using Live Deluxe instead of regular Deluxe..and I definately do not need to use Live Deluxe.. is there a way for me to downgrade so my fees will be waived??

Military filers have a couple of options to get free product with TurboTax. There are two different free products for military. I'll tell you about both in this posting, and also how to get out of Live Deluxe.
E1-E5 can use regular Deluxe for free for both Federal and state returns. Once you are back in regular Deluxe, be sure you sign in each time at this military discount page to work on your return and file.

How to downgrade from Live Deluxe to regular Deluxe depends on how you ended up in it. There are 2 possible scenarios. See the FAQ at this link and choose your scenario to see how to remove the Live part.
