IF you already filed...then you can't touch anything until after the IRS processes that file on 12 Feb or sometime the week after. Once you file...and hit that Transmit button, you cannot get it back or stop it.
1) IF the IRS "Rejects" your original tax filing....you can edit that dependent in...correct any other reason for the rejection, adn then re-e-file. (you Do Not "amend" if they reject your original filing...you just correct and re-e-file)
2) IF the IRS "Accepts" your original filing...then you have to wait for your original refund from the original (or pay any extra taxes due if that was the case) ..... and then......several weeks later you can start the special Amendment process to amend your taxes to add in that missed dependent.

How can i find out if i have submitted my 2020 amendmend return
To clarify, did you file your 2020 amended return with Turbo Tax?
I filed 2020 but i need to amend it to add a dependent. the same for my 2019 return
Im not sure if i sent it in to the irs already. I remember going online and starting it i just dont remember if i finished it.
You will need to ask for a transcript from the IRS to see what tax returns they have for you. This link is to the IRS Get Transcript page.
To add a dependent for tax years 2019 and 2020, you will need to mail in a paper return. Here is information to amend the 2019 return and the 2020 return.
