This is an old already-answered thread from 2 years ago. The steps below for the 2 methods still work for 2018, however. I'm not sure why you are having trouble getting to that interview.

When you go to the form at the link, the first box is for a summary of your question, like a title, and is limited to 170 characters.. Form 8862 must be present in the return. The e-File database indicates the taxpayer must file Form 8862 to claim American Opportunity Tax Credit after disallowance.
IF YOU DO NOT QUALIFY IT WILL NOT LET YOU EVEN IF YOU HAVE THE ERROR SAYING YOU NEED IT. THE FIX RETURN DOES NOT WORK !!!:(

Form 8862 must be added to your return when you are claiming a credit that has previously been denied to you. Please see this IRS webpage.
You can create form 8862 with TurboTax. Open your return, then do a Search (upper right) for 8862 and click on the jump-to link (Mac users must find 8862 in the Topics List).
***NOTE*** when you type 8862, don't click on any of the suggested search parameters - just click on Enter. None of the suggested search parameters work, just 8862 by itself.
If your Earned Income Credit (EIC) was disallowed or reduced for something other than a math or clerical error, you may need to file Form 8862 before the IRS allows you to use the credit again. Here's how to file Form 8862 in TurboTax.
