TurboTax says e-filing is closed - when does it reopen?

I need to file amended 2019 returns.  I e-filed originally.  New York requires that I e-file the amended return, but when I try to e-file, I get this message.  When is e-file going back up?

It will be around the same time as federal e-filing becomes available.  You can e-file an amended return if it's for Georgia, Michigan, New York, or Vermont. Amended returns for all other states must be paper-filed.

The IRS does not open until February 12.

If you choose to mail the federal, then three weeks after you mail your amended return securely with tracking, visit track an amended return 

Remember to keep a copy of your original files.

Does that mean it will also be open for New York State e-filing?

Hello.  Apparently it is not working, even though it should.  I tried a manual reinstall of Turbotax but that didn't work either.
