The state refund comes directly from the state tax agency. I'll tell you more about that in a following comment. But first I'll address the Federal refund.

Are you referring to the IRS "Where's My Refund" tool, or did you speak to someone at the IRS?

Did you have any TurboTax fees that you chose to pay out of the Federal refund? If so, the funds go first from the IRS to a temporary bank account in your name at an intermediary bank where the fees are subtracted. Then that intermediary bank sends the rest of the funds on to your bank (or card.) The company that handles that is SBTPG (aka TPG or Tax Products Group.) If you are sure the IRS has sent the deposit, then you can look it up using SBTPG's refund lookup tool at the SBTPG website.
To use their tool, go the following webpage and choose the "For taxpayers" portal:

SBTPG also has a phone contact page at the following link. It also shows their business hours. Even when they are closed, you may be able to get automated info, or you can log in as above.

As for your state return, you first need to be sure it was successfully filed. Here's how:
If you efiled, be sure your efiled state return was accepted. If you used Online TurboTax, you can check by looking at the Tax Home in your Online account.
Or did you choose to file the state return by mail instead? TurboTax does not mail it for you. If you chose that method, you have to print, sign, date, and mail it.
