Why is my refund status still saying accepted instead of approved and it's been 21 days. Will they release funds on Presidents day Monday February 17th 2020?

Per the IRS website What to expect for Refunds This Year: The IRS issues more than 9 out of 10 refunds in less than 21 days after a return has been accepted. However, it’s possible your tax return may require additional review and take longer. Where’s My Refund? has the most up to date information available about your refund. The tool is updated daily (usually in the overnight hours) so you don’t need to check more often.
Please note, if you claimed the Earned Income Tax Credit (EITC) or the Additional Child Tax Credit (ACTC) this could be why you're seeing a delay.

President's day is a federal holiday and all government agencies and bank's are closed.

Im reading mixed information....some is saying IRS will process on the holiday but most banks wont process until after...can anyone confirm one or the other?

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

You need your filing status, your Social Security number and the exact amount  (line 20 of your Form 1040) of your federal refund to track your Federal refund:

On the IRS site you are also offered the use of an app called IRS2Go

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

TurboTax does not get any information about refund status. You must check the status yourself using the IRS refund tracking web site: https://www.irs.gov/refunds
