@Gawng Go to the Oregon Revenue Online site. In the Revenue Online section, select Where's my refund?
Per this website the Department of Revenue won't be issuing personal income tax refunds until after February 15, 2020. This refund hold is part of our tax fraud prevention efforts and allows us to confirm that the amounts claimed on tax returns match what employers report on forms W-2 and 1099. Please check back on your refund status after February 15, 2020.
For other states refund timing varies, to check on a state refund please visit your state Department of Revenue website.

@Jeff2009 The IRS and your state operate independently of each other and therefore, the time frame in which each return is accepted and processed can vary. It is not unusual to receive one before the other.
