It is asking for the Date Issued as printed on the Valid License in your possession. Not the first time you were issued a license.

There is no Issue date on My Missouri Drivers License. And the software freezes me.
There is. My guess would be yours is older.
Two issues:
1. I apparently have two accounts. One is [email address removed]. I filed last year using turbotax.
