For starters, if you need to amend your tax return after you file, you would need to wait until your tax return is accepted or rejected by the IRS or State, to make any changes or amendments in TurboTax(the anticipated date for the amend function in TurboTax is expected to be available around February 26 or 27). For instructions on how to amend, please see this TurboTax FAQ, How do I amend my 2019 TurboTax Online return? Also, it is best to wait til you receive your refund before you amend, for more info, please see Can I amend if I already received my refund?. As for your estimated delivery date of 02/17/2020, are you looking at this estimated date on the TurboTax home screen?  A full blue bar on the TurboTax online website means that your estimated refund date has arrived, and this is just an estimated date that does not consider any special circumstances that can cause delays, nor does it take into consideration that IRS did not start processing e-filed returns until January 29, 2020. Also, if you claimed the Earned Income Tax Credit or the Child Additional Tax Credit, refunds are delayed for those recipients due the passage of the PATH Act. According to the IRS, the first EITC/ACTC recipients can expect funds by the first week of March if they chose direct deposit and there are no issues with their tax return. For more info, please visit this IRS page.  To get your current status, please visit the IRS Where's My Refund  page. Also see this related TurboTax FAQ, Some 2019 federal refunds are delayed due to the PATH Act

AND if you changed the return after filing but BEFORE the amendment process started you MUST undo all changes BEFORE starting the amendment process or you will have big time issues.
