does someone know how to get a submission id from past returns

In the PDF of your TurboTax return, the last page of the federal return is an "electronic postmark" that shows your name, Social Security number, the date and time that you e-filed the return, and the date that the IRS accepted it.

 

When you efile you get back 2 emails.  The first email only confirms the transmission.  The second email says if the IRS (or state) Accepted or Rejected your efile.

 

For Online,  When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc.  what does it say?   If it says Ready to Mail that means you are suppose to print and mail your return to the IRS.

 

To check the filing status in the Desktop program,

In the Desktop program open your return and go up to menu item

File > Electronic Filing > Check Electronic Filing Status

Is someone like a lender specifically asking for the MeF Submission ID, sometimes also referred to as an SID?   If so, and if they insist on it and won't accept the Electronic Postmark that @VolvoGirl mentioned above, then the only way to get the actual MeF Submission ID is to get it from TurboTax Support.  I believe it's a 20-digit number.
