Why do I have to pay for your FREE service? This my first time using TurboTax, I have the most options, and it still is charging my 60$ to file. Please help me understand

I worked in two states last year, but both had me file for one state (ND) because of reciprocity, is that why?

You can check your fees to see what you are being charged for. Go here How do I review my fees in TurboTax Online? for steps on how to check that. 

And it looks like you are posting from the TurboTax Free Edition and if so, federal is free but the state is additional if you are adding a state return. And any other add-ons would be additional. The free state promotion in free version ended on March 15th, 2018 at 11:59pm PST. See here Absolute Zero (which includes a free state return) has ended 

If you go here https://turbotax.intuit.com/personal-taxes/online/ and click State additional under Free Edition, you'll see the price for state software for each state you need to file. 

However, you may be able to use the Freedom Edition (completely different from Free Edition) if you qualify. There are no upgrades and state is free with this version; if you qualify to use it. You need to meet at least one of the requirements listed here What is TurboTax Freedom Edition? to use Freedom Edition. 

TurboTax Freedom Edition is geared towards lower-income filers, regardless of tax return complexity, and is only offered through the IRS Free File Alliance (FFA) program. 

NOTE: And if you use Freedom version, you need to log completely out of the TurboTax account you are in now, as the Freedom Edition is not connected to the TurboTax.com website. So the Free Edition would not be the same.
