You would file a tax return as you normally would after a military retirement.  You will be receiving a Form 1099-R reporting your military pension in January or February of 2025.  The Form 1099-R is entered on your tax return.

If you have established residency in Pennsylvania, changed your mailing address, changed your driver's license, registered your vehicle in PA, changed voter registration, then you need to file as a PA part year resident and report all income as a PA resident from the date you moved to PA.
