When I HAD to pay for Premium Service on TurboTax I chose to take the amount out of my refund. How does that work? Will I get my refund and then have to pay it or??

No.  Your federal refund first goes through a third party bank to take the fees out then they send the rest to you.  Only from the federal refund.  State refunds come directly to you from the state.  Be aware there is an Extra 39.99 Refund Processing Service charge (44.99 in California) to have the fees deducted.

But if the IRS takes too long processing your return or they change it then Turbo Tax will ask you to pay the fees separately before you get your refund.  Then they don't take the fees out, except for the Pay with Refund charge.  They will send you several emails to pay the fees or they will deduct it from your bank account.   See What if the IRS reduces your refund or delays it?  Expand the first section

So if my refund was amended and changed I will have to pay the fees before I get my taxes
