I went through this loop several times. Last year I had to complete a paper return, which takes over a year to be processed by the IRS. This year my 2021 return was accepted for e-file but my 2020 AGI was not accepted for ID because my 2020 return has not been processed, so I tried entering 0.00 for my 2020 AGI. Again it was rejected, then I went back to TurboTax hit the fixit button and this time it requested my wife's AGI. Again I entered 0.00 and Voila! The IRS accepted. Suggest you do not include the $ sign with the AGI for ID just figures.
