When are live agents ACTUALLY available. They should be available NOW, but are not?

Monday-Friday, 5 a.m - 5 p.m. Pacific time.

 

But you can ask questions here in the user forum 24/7.   We can help with most issues except for billing issues.

the webpage says until 9 PM

Not sure what page you are seeing.  During tax season you can call in until 9 p.m.--- but "tax season" ended in mid-April.   The hours change for when you can call live help or customer support during the "off" season.
